
Albania is one of the few countries in Europe and the region that does not have a proper legal framework in terms of strategic investments.
For four years, Parliament has been approving the extension of the deadlines, arguing that work is underway on a new investment law, which was expected to enter into force on 1 January 2020.
The law, originally adopted in 2015, provided for December 2018 as the deadline for obtaining “strategic investor” status, but the majority preferred to extend this deadline several times, arguing that it created a legal gap for investments with the continued promise of the Ministry of Finance for the drafting of a new law.
The Law on Strategic Investments recognizes the “strategic” status of any entity that invests more than 5 million euros and employs 80 employees.
