DP publishes list of evidence for their request to invalidate elections in nine districts

The Democratic Party submitted today at the Appeals and Sanctions Commission (KAS) the evidence which DP claims will prove the violations made by the SP to the point of having the elections repeated in nine districts.

The Democratic Party claims:

1. Massive vote buying through individuals with criminal records

2. Over 10,000 building legalizations issued by the government before the elections

3. More than 13,000 new employees hired in the central administration

4. 63 million Euros of additional salaries

5. 2.5 million Euros of economic aid distributed to the population

6. More than 125 million euros in earthquake compensations

7. Around 83,000 invalid ballots

8. Around 523,000 citizens without the right to vote

9. More than 910,000 thefts of personal data illegal use for the election campaign

The Democratic Party asked the Complaints and Sanctions Commission (KAS) to cross reference the evidence with various institution, but most of the requests were denied.

Out of 19 requests made by the DP to verify the activity of the government four months before the elections, the KAS admitted only to review the fingerprint data of voters in Gjirokaster, to prove anyone who may have voted more than once.

Below are the 19 requests of the Democratic Party, through which they claimed to prove the violations made by the ruling party by getting votes through legalizations, hiring new people in the public administration, distributing money from the earthquake reconstruction fund, distributing food aid, and stealing personal data.

1. Receiving official information from the Prosecution against Corruption and Organized Crime on the number of criminal proceedings related to electoral crimes and their current progress;

2. Receiving official information from the General Prosecutor’s Office on the number of criminal proceedings related to electoral crimes in the district prosecutor’s offices and their current progress;

3. Receiving official information from the General Directorate of State Police on the number of citizens detained, arrested and the number of cases referred for electoral crimes;

4. Receiving official information from the General Directorate of State Material Reserves on the state of the government reserves in central and local warehouses for each month, for the December 2020 – May 2021 period;

5. Receiving official information from the Central Inspectorate and all inspectorates operating in Albania on the number of inspections carried out from December 24th 2020 to May 1st 2021; for the number of fines and sanctions imposed; number of sanctions / fines revoked by administrative decision / court decision;

6. Receiving official information from the Public Procurement Agency on the number of tenders, concessions, PPPs recently announced or for which the winners have been announced from December 24th 2020 to May 1st 2021;

7. Receiving official information from the National Council of the Territory on the number of construction permits issued from December 24th 2020 to May 1st 2021;

8. Receiving official information from the State Cadastre Agency on the number of building legalizations issued by districts from December 24th 2020 to May 1st 2021;

9. Receiving official information from the General Directorate of the Civil Status on the number of Albanian citizens who changed their residential addresses from December 24th 2020 to May 1st 2021;

10. Receiving official information from the Department of Public Administration on the number of public employees, local or central, and how it has changed, district by district, from December 24th 2020 to May 1st 2021;

11. Receiving official information from 61 municipalities of the country, dependent agencies and state-owned companies or municipalities, on the number of public employees, local or central, and how it has changed, from December 24th 2020 to May 1st 2021;

12. Receiving official information from the Ministry of Health and Social Protection and 61 municipalities of the country regarding the number of families that have received economic assistance and the change of economic measures from December 24th 2020 to May 1st 2021;

13. Receiving official information from the Special Prosecution against Corruption and Organized Crime regarding the investigations progress regarding the publication of the personal data of 910,000 citizens in Tirana;

14. Receiving official information from INSTAT on the number of Albanians living outside Albania; the number of Albanians living in Greece and Northern Macedonia; and the number of citizens over the age of 18;

15. Receiving official information from the Ministry of Health on the number of persons infected with COVID-19 on 25.04.2021 in every district;

16. Receiving official information from the General Directorate of State Police on the number of Albanian citizens who entered Albania from December 24th 2020 to May 25tht 2021 from the Republic of Greece and Northern Macedonia; the complete list of these persons;

17. Receiving official information from OSHEE on all bonuses owed to employees of this state-owned company, in every district, from December 24th 2020 to May 1st 2021;

18. Receiving official information from KESH on the number of persons employed from December 24th 2020 to May 1st 2021;

19. Receiving cross-referenced data between PEI electronic identification devices for the district of Gjirokastra.
